Dubya's return to scare tactics and tough talk ain't selling this time around. The public has had enough of his lies. His Veteran's Day attack on Iraq war opponents fell flat and nobody's buying his "if you ain't behind me all the way you're a traitor" tactics.
Looks like the "fool me once, shame on you; fool me twice, shame on me" rule still applies.

Economics 101
If you earn $100 and spend $101 your debt will continue to increase until you become bankrupt.
If you kill 100 enemies and in the process create 101 new enemies, your enemies will eventually overcome you. If the new enemies are more dedicated and more sophisticated than the old (dead) enemies, your doom will be sooner. So;

That's the way most of America articulates that saying. However, in BushSpeak it is stated:
"Theres an old saying in Tennessee—I know its in Texas, probably in Tennessee—that says, fool me once, shame on—shame on you. Fool me—you cant get fooled again."
It is obvious that this man can't even understand a simple axiom. No wonder he's so vindictive. Stupid people have no other viable tactic other than to "annihilate" the "enemy" when they come into contact with an opinion different than their own.
